may be in future agreed upon with the Viceroy and notified

under the Convention but I understand that you think that this

would not be advisable and so do not press for it. With regard to

the payment clauses it is somewhat illogical that ships that

cannot go to Canton should pay tonnage dues to that port and it is

conceivable that this arrangement might form a precedent eabar- -rassing to shipping firms here. It would have been better if the additional payment could have been fixed on some other basis. It might be well for you to hear what the Agent of Butterfield

and Swire has to say on this point and also that the agreement

as regards the payment clauses should be made on behalf of that firm as was done in the case of the whole of the Wuchow agreement.

You are at liberty to show this note to Mr. Law and also to Wr.

Cowan, the Transvaal Emigration Agent who is also the Agent ap- -pointed by the Hongkong Government to look after emigration to

South Africa.
